เมื่อวันที่ 25 มิถุนายน 2557 กฎกระทรวงการขออนุญาตและการออกใบอนุญาตขายยาแผนปัจจุบัน พ.ศ. 2556 มีผลบังคับใช้ ส่งผลกระทบต่อร้านยาทั้งหมดในประเทศไทย การศึกษาเชิงพรรณนาครั้งนี้มีวัตถุประสงค์สำรวจการรับรู้และแนวทางการปรับตัวของสมาชิกชมรมร้านขายยาเกี่ยวกับการปฏิบัติตามกฎกระทรวง โดยการใช้แบบสอบถามส่งทางไปรษณีย์ให้กับผู้ประกอบการร้านยาที่เป็นสมาชิกของชมรมร้านยาแห่งประเทศไทย จำนวน 1,254 คน ในช่วงวันที่ 20 มกราคม 2560 ถึงวันที่ 14 กุมภาพันธ์ 2560 การวิเคราะห์ข้อมูลใช้สถิติเชิงพรรณนา ผลการศึกษาพบว่ากลุ่มผู้ตอบแบบสอบถามร้อยละ 48.2 เป็นเภสัชกร แต่ผู้ประกอบการกลุ่มนี้ทำหน้าที่เป็นเภสัชกรปฏิบัติการตามกฎหมายเพียงร้อยละ 13.8 และร้อยละ 46.4 เป็นเภสัชกรประจำร้าน ผู้ประกอบร้านยาส่วนใหญ่ ร้านขายยาแผนปัจจุบัน (ขย. 1) มีช่วงรายได้ต่อเดือน 2,500 - 456,000 บาท ร้านขายยาแผนปัจจุบันบรรจุเสร็จที่ไม่ใช่ ยาอันตรายหรือยาควบคุมพิเศษ (ขย. 2) มีช่วงรายได้ต่อเดือน 2,000 - 200,000 บาท ผู้ตอบแบบสอบถามร้อยละ 94.8 ทราบว่ามีกฎกระทรวง 2556 และร้อยละ 90.4 ทราบกำหนดระยะเวลาที่ผ่อนผันให้ร้านยาเพื่อเตรียมตัวในการปฏิบัติตามกฎกระทรวง 2556 แต่ยังไม่มีความชัดเจนในรายละเอียดของกฎกระทรวง 2556 ผู้ประกอบการร้านยามากกว่าร้อยละ 60 (ทั้งร้านขาย ขย. 1 และ ขย. 2) สามารถดำเนินการตามกฎหมายได้ แต่ก็มีบางส่วนที่อาจจะต้องเลิกกิจการหากมีการบังคับใช้กฎหมายอย่างจริงจัง
