การขับเคลื่อนนโยบายจังหวัดใช้ยาอย่างสมเหตุผลผ่านการอภิบาลระบบ: งานวิจัยเชิงคุณภาพ

การขับเคลื่อนจังหวัดใช้ยาอย่างสมเหตุผลเป็นจุดคานงัดเพื่อไปสู่การเป็นประเทศใช้ยาอย่างสมเหตุผล งานวิจัยเชิงคุณภาพมีวัตถุประสงค์เพื่อวิเคราะห์การขับเคลื่อนระดับจังหวัดเพื่อพัฒนาสู่จังหวัดใช้ยาสมเหตุผลด้วยกรอบแนวคิดการอภิบาลระบบ เลือกจังหวัดแบบเจาะจงที่มีการขับเคลื่อนการใช้ยาอย่างสมเหตุผลอย่างต่อเนื่อง 9 จังหวัด ผู้ให้ข้อมูลสำคัญคือเภสัชกรผู้รับผิดชอบงานใช้ยาอย่างสมเหตุผล และทีมในการขับเคลื่อนงานระดับอำเภอและจังหวัด เก็บข้อมูลโดยการสัมภาษณ์แบบกลุ่ม ผ่าน Zoom application วิเคราะห์ข้อมูลแบบแก่นสาระตามกรอบการอภิบาลระบบ 5 ด้าน ผลการศึกษาพบว่าจังหวัดใช้ยาอย่างสมเหตุผลดำเนินการด้วยกิจกรรมดังนี้ 1) การชี้ทิศทาง โดยการกำหนดนโยบาย เป้าหมาย และตัวชี้วัดการดำเนินงานที่ชัดเจน 2) การออกแบบระบบสำหรับนำนโยบายสู่การปฏิบัติ มีการใช้หลายกลไก เช่น การให้ผู้นำสูงสุดระดับจังหวัดเป็นประธานในการขับเคลื่อนงาน การเชื่อมโยงการทำงานเข้ากับคณะกรรมการชุดอื่นที่เกี่ยวข้อง การนำเสนอผลการดำเนินงานไปยังผู้บริหารและผู้ปฏิบัติอย่างสม่ำเสมอ การสื่อสารเพื่อชี้แจงนโยบาย และการบูรณาการงานไปกับงานประจำเดิม 3) การสร้างปัญญา โดยการใช้ข้อมูลเพื่อพัฒนาขับเคลื่อนงานด้วยวงล้อการพัฒนา มีการสร้างวัฒนธรรมการใช้ข้อมูลเพื่อการตัดสินใจ และการจัดเวทีแลกเปลี่ยนเรียนรู้ 4) การสร้างความร่วมมือและพันธมิตร โดยคณะกรรมการพัฒนาคุณภาพชีวิตระดับท้องถิ่น ความร่วมมือของผู้นำชุมชน องค์กรปกครองส่วนท้องถิ่น รวมถึงเครือข่ายภาคประชาชน และ 5) การประกันภาระรับผิดชอบ สนับสนุนให้การทำงานมีความโปร่งใส ตรวจสอบและติดตามประเมินได้
