การพัฒนาคลังเวชภัณฑ์ด้วยการจ่ายยา ณ จุดให้บริการ ของโรงพยาบาลส่งเสริมสุขภาพตำบล จังหวัดลพบุรี

งานวิจัยเชิงปฏิบัติการนี้มีวัตถุประสงค์เพื่อพัฒนาระบบการบริหารจัดการคลังเวชภัณฑ์ด้วยการจ่ายยา ณ จุดให้บริการ ของโรงพยาบาลส่งเสริมสุขภาพตำบล จังหวัดลพบุรี โดยใช้แนวคิดการพัฒนางานตามวงจรคุณภาพ (PDCA) เป็นการศึกษาในโรงพยาบาลแม่ข่ายจาก 4 อำเภอ และโรงพยาบาลส่งเสริมสุขภาพตำบลในเครือข่าย 55 แห่ง ระหว่างเดือนมีนาคม-กรกฎาคม 2566 โดยการรวบรวมข้อมูลความคิดเห็นจากบุคลากรสาธารณสุขที่รับผิดชอบ งานบริหารเวชภัณฑ์ จำนวน 59 คน ผ่านการสำรวจและการสนทนากลุ่มเพื่อวิเคราะห์ปัญหาและวางแผนพัฒนาระบบร่วมกัน ประเมินผลระบบการบริหารจัดการคลังเวชภัณฑ์ใหม่โดยใช้แบบสอบถามและแบบบันทึกตามเกณฑ์คุณภาพและมาตรฐานคลังยาและเวชภัณฑ์ วิเคราะห์ข้อมูลด้วยสถิติเชิงพรรณนาโดยเน้นการพัฒนาระบบคลังเวชภัณฑ์และการเบิกจ่ายยา ที่มีประสิทธิภาพ ผลการวิจัยแสดงให้เห็นว่า ระบบบริหารคลังเวชภัณฑ์ด้วยการจ่ายยา ณ จุดให้บริการที่พัฒนาขึ้นมาช่วยทำให้มูลค่าการสำรองเวชภัณฑ์โดยรวมลดลงจาก 2,002,170.46 บาท เหลือเพียง 813,433.34 บาท เมื่อเทียบกับก่อนปรับคลังเวชภัณฑ์ มีมูลค่าลดลง 1,188,737.12 บาท หรือคิดเป็นร้อยละ 59.37 และมีอัตราคงคลังเฉลี่ยลดลง 0.69 เดือน หรือร้อยละ 30.80 โดยลดลงจาก 2.24 เดือน เหลืออยู่ที่ 1.55 เดือน แสดงให้เห็นถึงประสิทธิภาพของระบบในการเพิ่มประสิทธิผลของการจัดการคลังเวชภัณฑ์ ลดปริมาณสำรองที่เกินความจำเป็น และเสริมสร้างการใช้ทรัพยากรอย่างมีประสิทธิภาพ อีกทั้งยังช่วยลดภาระงานของเจ้าหน้าที่และค่าใช้จ่ายในการบริหารคลังเวชภัณฑ์ ทำให้ การบริหารจัดการเวชภัณฑ์มีประสิทธิภาพมากยิ่งขึ้น และสามารถส่งข้อมูลเบิกจ่ายเวชภัณฑ์ได้ทั้งแบบออนไลน์และผ่านโปรแกรมเชื่อมโยงข้อมูล บุคลากรที่เกี่ยวข้องมีความพึงพอใจต่อระบบที่พัฒนาขึ้นอยู่ในระดับมากที่สุด และได้รับการแนะนำให้ขยายการใช้ระบบที่ปรับปรุงขึ้นนี้ไปยังหน่วยบริการอื่น ๆ เพื่อเป็นประโยชน์ในการบริหารจัดการคลังเวชภัณฑ์ของหน่วยบริการสุขภาพต่าง ๆ ต่อไป
