การจัดการปัญหาการขายยาที่กฎหมายไม่อนุญาตให้ขายในร้านชำ: กรณีศึกษาตำบลบาละ อำเภอกาบัง จังหวัดยะลา

ปัญหาการขายยาที่กฎหมายไม่อนุญาตในร้านชำยังเป็นปัญหาสำคัญที่พบในประเทศไทย การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อสำรวจขนาดปัญหา สาเหตุ และพัฒนาแนวทางการจัดการปัญหาที่เหมาะสมกับบริบทของชุมชนตำบลบาละ จังหวัดยะลา ซึ่งใช้การวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม ตั้งแต่พฤษภาคม 2565 ถึง มกราคม 2567 ผลการสำรวจชุมชนรอบที่ 1 พบร้านชำขายยาที่กฎหมายไม่อนุญาตให้ขายร้อยละ 78.57 สาเหตุหลักคือตอบสนองความต้องการของลูกค้า (ร้อยละ 86.96) สาเหตุรองคือขาดความรู้เรื่องกฎหมายยา (ร้อยละ 69.57) หลังจากภาคีเครือข่ายและผู้วิจัยวางแนวทางและให้การแทรกแซง 9 แนวทาง พบร้านชำที่ขายยาที่กฎหมายไม่อนุญาตร้อยละ 77.42 ประเภทยาที่พบในร้านชำมากที่สุดเปลี่ยนจากยาอันตราย (ร้อยละ 75.00) เป็นยาสามัญประจำบ้าน (ร้อยละ 80.65) ร้านชำ 19 ร้าน (ร้อยละ 61.29) มีจำนวนรายการยาในร้านชำลดลง จำนวนรายการยาทุกประเภทที่พบในร้านชำก่อนและหลังการแทรกแซงมีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติ (p = 0.009) การเผยแพร่โปสเตอร์ข้อกฎหมายเกี่ยวกับยาแก่ผู้ประกอบการร้านชำและร้านยา ส่งผลให้การสำรวจร้านชำรอบที่ 2 ไม่มีผู้ประกอบการร้านชำใดระบุว่าขายยาเนื่องจากขาดความรู้ และร้อยละ 36.84 ระบุว่าลดปริมาณการขายยาที่กฎหมายไม่อนุญาตฯ ลง เนื่องจากเภสัชกรร้านยาแนะนำให้ขายเฉพาะยาสามัญประจำบ้าน การเผยแพร่โปสเตอร์ข้อกฎหมายเกี่ยวกับยาแก่ผู้ประกอบการร้านชำและร้านยา เป็นแนวทางที่มีความเหมาะสมกับบริบทในพื้นที่ และสามารถประยุกต์ใช้กับชุมชนอื่นในระดับจังหวัด
