ผลลัพธ์ของโปรแกรมการเรียนรู้เรื่องสิทธิหลักประกันสุขภาพแห่งชาติของพยาบาลวิชาชีพ ต่อผู้ป่วยที่เข้ารับบริการใน กลุ่มงานการพยาบาลผู้ป่วยนอก โรงพยาบาลพระปกเกล้า Results of the Learning Program on National Health Insurance Rights for Professional Nurses for Patients Receiving Services in the Outpatient Nursing Unit, Phrapokklao Hospital.

บทคัดย่อ

           การศึกษาครั้งนี้เป็นการวิจัยกึ่งทดลองเพื่อศึกษาผลลัพธ์ของโปรแกรมการเรียนรู้เรื่องสิทธิหลักประกันสุขภาพแห่งชาติของพยาบาลวิชาชีพต่อผู้ป่วยที่เข้ารับบริการ ในกลุ่มงานการพยาบาลผู้ป่วยนอก โรงพยาบาลพระปกเกล้า กลุ่มตัวอย่างคือ พยาบาลวิชาชีพ กลุ่มงานการพยาบาลผู้ป่วยนอก จำนวน 58 คน เครื่องมือในการวิจัยประกอบด้วย โปรแกรมการเรียนรู้เรื่องสิทธิหลักประกันสุขภาพแห่งชาติ และแบบประเมินการรับรู้เรื่องสิทธิหลักประกันสุขภาพแห่งชาติของพยาบาล ที่ผ่านการตรวจสอบความตรงเชิงเนื้อหาโดยผู้ทรงคุณวุฒิ 3 ท่าน ค่า IOC = 0.97 วิเคราะห์ข้อมูลทั่วไปของกลุ่มตัวอย่างสถิติที่ใช้วิเคราะห์ข้อมูลเชิง พรรณนา (description statistic) ได้แก่ ร้อยละ ส่วนเบี่ยงเบนมาตรฐาน เปรียบเทียบการรับรู้ก่อนและหลังการใช้โปรแกรมฯ ของกลุ่มทดลองการเปรียบเทียบค่าเฉลี่ย ด้วยคำสั่ง paired-sample t-test โดยใช้โปรแกรม spss และเก็บสถิติข้อมูลการมารับบริการของผู้ป่วยจากกลุ่มงานการพยาบาลผู้ป่วยนอกที่ส่งปรึกษากลุ่มงานประกันสุขภาพ เรื่องสิทธิประโยชน์ของสิทธิหลักประกันสุขภาพแห่งชาติ 1 เดือน ภายหลัง การใช้โปรแกรมฯ เปรียบเทียบกับก่อนใช้โปรแกรม       

           สรุปผลการศึกษาพบว่า หลังการใช้โปรแกรมการเรียนรู้เรื่องสิทธิหลักประกันสุขภาพแห่งชาติของพยาบาลวิชาชีพ กลุ่มงานการพยาบาลผู้ป่วยนอก โรงพยาบาลพระปกเกล้า ทำให้พยาบาลมีการรับรู้เรื่อง     สิทธิหลักประกันสุขภาพ อย่างมีนัยสำคัญทางสถิติ (p < 0.001)  แสดงให้เห็นว่าโปรแกรมการฯ ทำให้พยาบาลมีการรับรู้เรื่องสิทธิประโยชน์ของสิทธิหลักประกันสุขภาพแห่งชาติมากขึ้น  

           ข้อเสนอแนะในการนำผลการศึกษาไปใช้ควรนำโปรแกรมการเรียนรู้เรื่องสิทธิหลักประกันสุขภาพแห่งชาติของพยาบาลวิชาชีพไปใช้แก่บุคลากรการแพทย์ เช่น แพทย์ เภสัชกร นักศึกษาพยาบาล นิสิตแพทย์ และบุคลากรที่มีส่วนเกี่ยวข้องกับผู้รับบริการสิทธิหลักประกันสุขภาพแห่งชาติ

Abstract

           This quasi-experimental study examined the effects of a national health insurance education program for medical nurses on patients receiving services in the outpatient nursing unit of Phrapokklao Hospital. The sample consisted of medical Professional nurses in the outpatient nursing group, 58 people. The research tools consisted of a learning program about the National Health Security Rights and a form to assess the perception of the National Health Security Rights of nurses, which was examined for content validity by 3 experts. IOC value = 0.97. General data of the sample group were analyzed using statistics used for analysis. Descriptive statistics included percentages, standard deviations, comparison of perceptions before and after using the program of the experimental group, comparison of means with the paired-sample t-test command using the spss program, and collecting statistics on patient service visits from the outpatient nursing group. The consultation with the Health Insurance Group regarding the benefits of the National Health Security Scheme 1 month after using the program was compared with before using the program.

           The study concluded that after using the learning program on National Health Security Rights for professional nurses in the Outpatient Nursing Group at Phrapokklao Hospital, nurses had a statistically significant increase in their awareness of National Health Security Rights (p < 0.001), indicating that the program increased nurses' awareness of the benefits of National Health Security Rights.

           Recommendations for applying the study results: The National Health Security Rights Learning Program for Professional Nurses should be applied to medical personnel such as doctors, pharmacists, nursing students, medical students, and personnel involved with National Health Security Rights recipients.
