การวิจัยและพัฒนานี้เพื่อศึกษาสภาพการณ์ รูปแบบ ประสิทธิผลรูปแบบ และปัจจัยความสำเร็จของการเฝ้าระวังโรคโควิด - 19 ในสถานที่กักกันโรคที่รัฐจัดให้สำหรับคนไทยที่เดินทางกลับจากต่างประเทศ ชายแดนไทย - มาเลเซีย ดำเนินการ 4 ขั้นตอน ขั้นตอนที่ 1 ศึกษาสภาพการณ์ เก็บรวบรวมข้อมูลทุติยภูมิและแบบสอบถาม ขั้นตอนที่ 2 การพัฒนารูปแบบการมีส่วนร่วม ขั้นตอนที่ 3 ศึกษาประสิทธิผลของรูปแบบจากภาคีเครือข่าย 45 คน ขั้นตอนที่ 4 ศึกษาปัจจัยความสำเร็จของการดำเนินงานฯ เก็บข้อมูลจากกลุ่มภาคีเครือข่ายและวิเคราะห์ข้อมูลโดยใช้สถิติพรรณนา สถิติ One - sample t - test และการสรุปเนื้อหา ผลการศึกษา พบว่า
- การมีส่วนร่วมของภาคีเครือข่ายในการเฝ้าระวังการแพร่ระบาดของโควิด - 19 ของ อ.สะเดา
จ.สงขลาทุกด้าน อยู่ในระดับน้อย - รูปแบบการมีส่วนร่วมของภาคีเครือข่ายฯ คือ SADAO Care Model ประกอบด้วย 1) ร่วมกำหนดกลยุทธ์ 2) ร่วมแรงร่วมใจ 3) ร่วมเครือข่าย 4) ร่วมมอบหมายงาน 5) ร่วมลงมือทำ 6) ร่วมพัฒนางาน 7) ร่วมประเมินผล 8) ร่วมจัดสรรและรับประโยชน์ 9) ร่วมพลังเป็นทีม และ 10) ร่วมก้าวข้ามอุปสรรค
- หลังจากการใช้รูปแบบฯ ภาคีเครือข่ายมีส่วนร่วมในการดำเนินงานมากกว่า 50 อย่างมีนัยสำคัญทางสถิติที่ระดับ .001
- ปัจจัยแห่งความสำเร็จ ได้แก่ การบริการที่เป็นมิตรเอื้ออาทร การประสานงานของทุกภาคส่วนตลอดจนความพร้อมของบุคลากรทางการแพทย์และพนักงานโรงแรม
ควรนำรูปแบบที่ได้มากำหนดเป็นยุทธศาสตร์ และแผนการปฏิบัติในการเฝ้าระวังและควบคุมโรคโควิด - 19 ในระลอกถัดไปหรือโรคอุบัติใหม่และโรคอุบัติซ้ำภายใต้การขับเคลื่อนของคณะกรรมการพัฒนาคุณภาพชีวิตระดับอำเภอ
