การประยุกต์หลักนิคมอุตสาหกรรมเชิงเศรษฐนิเวศในการจัดการสิ่งแวดล้อมชุมชน: กรณีศึกษา ชุมชนบ้านนาเวียง ตำบลท่าผา อำเภอเกาะคา จังหวัดลำปาง

บทคัดย่อ

การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาการรวมกลุ่มของชุมชน ในการทำกิจกรรมต่างๆและกิจกรรมด้านการจัดการสิ่งแวดล้อม ผลสำเร็จ ปัญหาและอุปสรรค และศึกษาถึงการประยุกต์หลักนิคมอุตสาหกรรมเชิงเศรษฐนิเวศในการจัดการสิ่งแวดล้อมชุมชน โดยทำการเก็บรวบรวมข้อมูลจากการสัมภาษณ์เชิงลึกนักพัฒนาชุมชนและนักพัฒนาสังคม นักวิชาการและผู้ทรงคุณวุฒิด้านพัฒนาสังคมและด้านการจัดการสิ่งแวดล้อม และผู้นำชุมชน  และทำการสำรวจชุมชนที่มีการรวมกลุ่มกันทำกิจกรรมโดยเฉพาะด้านการจัดการสิ่งแวดล้อม โดยกรณีศึกษาชุมชนบ้านนาเวียง

ผลการศึกษา พบว่าชุมชนบ้านนาเวียงมีความเข้มแข็งในการรวมกลุ่มของชุมชนในการทำกิจกรรมด้านสิ่งแวดล้อมโดยมีจุดเด่นจากผู้นำชุมชนที่ต้องการแก้ไขปัญหาในหมู่บ้าน และจัดกิจกรรมที่มีความเชื่อมโยงกันสอดคล้องกับหลักนิคมอุตสาหกรรมเชิงเศรษฐนิเวศ ได้แก่ กลุ่มหมูหลุมบ้านนาเวียง กลุ่มทำน้ำยาอเนกประสงค์ กลุ่มปุ๋ยหมักเกษตรอินทรีย์บ้านนาเวียง กลุ่มข้าวกล้องอินทรีย์เพื่อสุขภาพบ้านนาเวียง  กลุ่มปลูกผักปลอดสารพิษ โดยมีการพึ่งพาอาศัยซึ่งกันและกัน มีการแลกเปลี่ยนทรัพยากรโดยมีบทบาทเหมือนระบบนิเวศ มีผู้ผลิต ผู้บริโภคและผู้ย่อยสลาย ซึ่งสอดคล้องกับหลักนิคมอุตสาหกรรมเชิงเศรษฐนิเวศ สำหรับปัจจัยและเงื่อนไขของการรวมกลุ่มของชุมชนในการจัดการสิ่งแวดล้อมโดยหลักนิคมอุตสาหกรรมเชิงเศรษฐนิเวศ เพื่อให้เกิดความยั่งยืน ได้แก่ การเห็นประโยชน์ที่เกิดขึ้นแก่ตนเองและแก่ชุมชน การมีส่วนร่วมของคนในชุมชน การสื่อสารและการมีผู้นำที่เข้มแข็ง

Abstract

This study was aimed at 1) studying community aggregation for activities including environmental management activities and investigating success, problems and obstacles of the aggregation, and 2) studying the application of an Eco-Industrial concept in environmental management in community. Data collection include 1) in-depth interviewing of scholars and professionals in social and community development and environmental management and leaders of communities in order to conclude affecting factors or conditions for applying the Eco-Industrial Concept for sustainable environmental management in communities,  and 2) observing environmental management’s activities and interviewing  heads of each activity and interviewing a leader of the community studied. The case study was Naweing community.

The results of this study showed that the community had strong aggregation in several activities such as deep bedding pig production, multi-purpose detergent production,  manure for organic farming production,  organic brown rice production and organic vegetable farming. This aggregation was harmonized with the Eco-industrial concept. The results also demonstrated that these activities have exchanged their resources for example their wastes as they are a producer, a consumer and a decomposer. This leads to waste reduction in the community, worthwhile utilization of their resources, reduction of an individual and community’s expenses and increase their income. Factors affecting the application of the Eco-industrial concept in the community environmental management include perceiving of economic and environmental benefits on themselves and the community, communication and strong leader, community participation.
