บทคัดย่อ
การรับโอนกิจการระบบประปาหมู่บ้านมายังองค์กรปกครองส่วนท้องถิ่น (อปท.) ในปัจจุบัน หลายแห่งเกิดปัญหาด้านคุณภาพการให้บริการน้ำประปาที่สะอาดต่อชุมชน ต้นเหตุส่วนหนึ่งมาจากการขาดการบำรุงรักษาระบบผลิตน้ำประปาและการบริหารจัดการระบบประปาที่ไม่มีประสิทธิภาพ โดยคณะกรรมการบริหารกิจการระบบประปาหมู่บ้านและองค์การบริหารส่วนตำบล (อบต.) การศึกษาในครั้งนี้ได้พัฒนาเครื่องมือเพื่อประเมินระดับคุณภาพการบริหารจัดการระบบประปาหมู่บ้านโดยเน้นที่การบริหารงบประมาณ เกณฑ์การประเมินคุณภาพประกอบด้วยตัวบ่งชี้ 20 ตัว ใน 5 ด้าน คือ ด้านแผนงานและงบประมาณ ด้านการเงินและบัญชี ด้านการบริหารและพัฒนาหน่วยงาน ด้านการซ่อมบำรุงรักษาระบบ และด้านประสิทธิภาพการบริหารกิจการประปา เมื่อนำไปใช้ประเมินคุณภาพระบบประปาหมู่บ้านจำนวน 9 แห่ง ของตำบลตลาดโพธิ์ อำเภอลำปลายมาศ จังหวัดบุรีรัมย์ พบว่าในภาพรวมมีระบบประปาที่ผ่านเกณฑ์มาตรฐานด้านการบริหารงบประมาณเพียง 1 แห่ง เท่านั้น ด้านที่ต้องปรับปรุงคุณภาพเรียงตามความถี่ที่พบดังนี้ ด้านแผนงานงบประมาณ ด้านการบริหารและพัฒนาหน่วยงาน และด้านการเงินและบัญชี จำนวน 7, 5 และ 3 แห่ง ตามลำดับ ผลการประเมินคุณภาพและข้อเสนอแนะที่ได้จากการศึกษาครั้งนี้จะเป็นข้อมูลให้ผู้มีส่วนได้ส่วนเสียนำข้อมูลไปใช้ประโยชน์ ในด้านการพัฒนาระบบผลิตน้ำประปา ปรับปรุงระบบการบริหารงบประมาณเพื่อให้การบริการน้ำประปาที่สะอาดมีคุณภาพที่ได้มาตรฐาน

Abstract
Transferring of village waterworks system to a local administrative organization faces a problem about the service quality of supplying cleaning water to a community. Main causes were insufficient maintenance of water production system and inefficiency of waterworks administration by the village committee and sub-district administrative organization. This study had developed a tool for assessing management quality and waterworks system maintenance focusing on budget administration. The criterions of quality assessment of budget administration included 20 indicators in 5 sections namely, budget plan, finance and accounting, administrative and developing organization, repair and system maintenance, efficiency of waterworks system administration. This tool was used to assess the quality of village waterworks system in 9 villages of Talad Pho Sub-district, Lam Plai Mat District, Buri Ram Province. It was found that only one village passed the standard of budget administration. The numbers of villages were required to improved quality of each section sorting by frequency for budget plan, administrative and developing organization and finance and accounting are 7, 5 and 3 villages, respectively. Assessment results and suggestions will be informed to all stake holders to improve the quality of water supply production and budget administration system passing the quality standard.
