บทคัดย่อ
วัตถุประสงค์ของการวิจัยนี้เพื่อผลักดันการพัฒนาระบบขนส่งรถโดยสารสาธารณะของจังหวัดเชียงราย โดยศึกษาปัจจัยสำคัญที่ส่งผลกระทบต่อการพัฒนา และศึกษาความพึงพอใจของผู้โดยสาร เพื่อเสนอแนะแนวทางการปรับปรุงและพัฒนา ระบบขนส่งรถโดยสารสาธารณะของจังหวัดเชียงราย ซึ่งปัจจัยที่ส่งผลต่อการตัดสินใจของผู้โดยสาร ประกอบด้วย 8 ปัจจัย ได้แก่ การบริการ บุคลากร ยานพาหนะ ความปลอดภัย อาคารสถานที่ ค่าโดยสาร ความน่าเชื่อถือ และการบริการพิเศษ จากนั้นปัจจัยดังกล่าวจะถูกวิเคราะห์เพื่อจัดลำดับความสำคัญโดยผู้เชี่ยวชาญ 3 ท่าน ด้วยวิธีการเปรียบเทียบความสัมพันธ์ทีละคู่ (Pairwise Comparison) พบว่า ปัจจัยด้านการบริการ ด้านยานพาหนะ และด้านความปลอดภัย เป็น 3 ปัจจัยหลัก ในการปรับปรุงและพัฒนารถโดยสารสาธารณะ เนื่องจากปัจจัยเหล่านี้มีค่าลักษณะเฉพาะ (Eigenvalue) สูง แต่ความพึงพอใจของผู้โดยสารต่ำ การกำหนดแนวทางการปรับปรุง ใช้วิธีการวิเคราะห์สภาพแวดล้อมและศักยภาพ (SWOT Analysis) นำไปสู่การวิเคราะห์กลยุทธ์ (TOWS Matrix) เพื่อให้เกิดการพัฒนาอย่างยั่งยืนและเกิดประโยชน์สูงสุด
