การมีส่วนร่วมของประชาชนในการจัดทำแผนชุมชน ขององค์การบริหารส่วนตำบลชะแมบ อำเภอวังน้อย จังหวัดพระนครศรีอยุธยา

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการมีส่วนร่วมของประชาชนในการจัดทำแผนชุมชนของ องค์การบริหารส่วนตำบลชะแมบ เพื่อเปรียบเทียบการมีส่วนร่วมของประชาชนในการจัดทำแผนชุมชนขององค์การบริหารส่วนตำบลชะแมบ และเพื่อศึกษาเสนอแนะให้มีการปรับปรุงกระบวนการมีส่วนร่วมของประชาชนในการจัดทำแผนชุมชนขององค์การบริหารส่วนตำบล ชะแมบให้มีประสิทธิภาพมากยิ่งขึ้น กลุ่มตัวอย่างในการศึกษาจำนวน 299 คน เครื่องมือที่ใช้ในการศึกษาเป็นแบบสอบถามการมีส่วนร่วมของประชาชนต่อการจัดทำแผนชุมชน สถิติที่ใช้วิเคราะห์ข้อมูลได้แก่ ความถี่ ค่าร้อยละ การหาค่าเฉลี่ย และค่าเบี่ยงเบน และการทดสอบด้วยค่าที และค่าเอฟ เมื่อพบความแตกต่างมีนัยสำคัญทางสถิติจะใช้การทดสอบรายคู่ด้วยวิธีของเชฟเฟ่ ผลการศึกษาพบว่า

การมีส่วนร่วมของประชาชนในการจัดทำแผนชุมชนขององค์การบริหารส่วนตำบลชะแมบ อำเภอวังน้อย จังหวัดพระนครศรีอยุธยา โดยภาพรวมอยู่ในระดับปานกลาง โดยการมีส่วนร่วมในการวางแผนพัฒนามีระดับสูง รองลงมาได้แก่ การมีส่วนร่วมในการรับผลประโยชน์ การริเริ่มการพัฒนา ด้านการประเมินผลและด้านการดำเนินการ ตามลำดับ

เพศ อายุ สถานภาพสมรสระดับการศึกษา รายได้ต่อเดือน อาชีพต่างกันไม่มีผลต่อการมีส่วนร่วมในพัฒนาแผนชุมชนในองค์การบริหารส่วนตำบลชะแมบ อำเภอวังน้อย จังหวัดพระนครศรีอยุธยา

ข้อเสนอแนะการมีส่วนร่วมของประชาชนในการจัดทำแผนชุมชนขององค์การบริหารส่วนตำบลชะแมบ ได้แก่ องค์การบริหารส่วนตำบลชะแมบ ควรส่งเสริมความรู้ความเข้าใจเกี่ยวกับการปกครองท้องถิ่นให้ประชาชน ควรรับฟังความคิดเห็นจากประชาชนในการจัดทำแผนชุมชนและควรให้ประชาชนมีโอกาสนำไปมีส่วนร่วมติดตามประเมินผลของแผนชุมชน

The participation to the plan of chamaep sub-district administration organization, Wangnoi district, Phra Nakhon Si Ayutthaya province.

The objectives of this reseach were to study the level of the participation of the people in the community planning in Chamaep Sub-district Administration Organization, and to compare the people’s participation based on gender, age, marital. status, education level, monthly income and occupation. The sample consisted of 299 people. Data were collected from guestionnaire and statistically analyzed by using frequency, percentage, mean and standard deviation. The research examined the hypothesis by using T-TEST and ANOVA (one way).

The research findings were as follows:

The level or the people’s participation in the community planning of chamaep sub-district administration organization, Wangnoi, Ayutthaya was moderate. The highest level was the participation in development planning. and followed by the participation in the co-beneficiaries, development initiatives, evaluation and operation.

Different genders, ages, marital stutus, monthly income, education and career were not related with community development planning of chamaep sub-district administration organization, Wangnoi, Ayutthaya.

Recommendations were as follows : The subdistrict administration organization should extend the knowledge and understanding of local government to the people and listen to the people’s opinions on the community planning and also give the people the opportunity to participate in the community planning.
