ยุทธศาสตร์เพือการพัฒนามหาวิทยาลัยเทคโนโลยีราชมงคลสุวรรณภูมิ

Abstract

บทความนี้นำ เสนอยุทธศาสตร์การพัฒนามหาวิทยาลัยเทคโนโลยีราชมงคลสุวรรณภูมิ ระยะที่สามระหว่าง พ.ศ. 2557-2560 ซึ่งเป็นเครื่องมือกำหนดทิศทางและการเดินไปสู่อนาคตของมหาวิทยาลัย อันประกอบไปด้วย ยุทธศาสตร์หลัก 8 ยุทธศาสตร์ คือ (1) พัฒนาการจัดการศึกษาให้มีคุณภาพมาตรฐานในระดับชาติและนานาชาติ (2) สร้างและพัฒนางานวิจัย หรืองานสร้างสรรค์ เพื่อพัฒนาชุมชน สังคมและประเทศชาติ (3) ปรับปรุงและพัฒนาการให้บริการวิชาการเพื่อสร้างความเข้มแข็งให้ชุมชน สังคม และสร้างรายได้ให้กับมหาวิทยาลัย (4) สืบสานและทำนุบำรุงศิลปวัฒนธรรม ภูมิปัญญาท้องถิ่น และอนุรักษ์สิ่งแวดล้อมให้เกิดความยั่งยืน (5) สนับสนุนและส่งเสริมเพื่อให้นักศึกษามีพัฒนาการครบทุกด้าน (6) พัฒนาคุณภาพของอาจารย์ และบุคลากรสายสนับสนุน (7) บริหารจัดการมหาวิทยาลัยเชิงบูรณาการด้วยหลักธรรมาภิบาล และปรัชญาเศรษฐกิจพอเพียง โดยมีบุคลากรเป็นศูนย์กลางในการบริหารจัดการและ (8) พัฒนามหาวิทยาลัยให้ พร้อมก้าวเข้าสู่ระดับอาเซียน ปัจจัยสำคัญประการหนึ่งต่อความสำเร็จของการนำแผนยุทธศาสตร์ไปสู่การปฏิบัติคือ การติดต่อสื่อสารภายในองค์กรและการสร้างหลักประกันความสำเร็จของแผนยุทธศาสตร์ฯ โดยการกำหนดนโยบายและสร้างรูปแบบประกันคุณภาพในการขับเคลื่อน ยุทธศาสตร์อันประกอบด้วยแนวทางการประเมินตนเองและแนวทางตามการกำหนดของหน่วยงานกลาง และระบบประกันคุณภาพการศึกษาภายใน และภายนอก รวมถึงระบบการบริหารความเสี่ยงด้านทรัพยากรบุคคลและงบประมาณ ของมหาวิทยาลัยฯ

The development strategies of Rajamangala University of Technology

This article presented the development strategies of Rajamangala University of Technology Suvarnabhumi of the third phase during 2014-2017. These strategies used as the directional tool for moving forward in the future of the university. The strategies consisted of eight main portions which are 1) to develop the educational management for having standard quality at the national and international levels; 2) to compose and develop the research or creative works to improve the local community, society and country; 3) to progress and develop academic services for strengthening the local community, society and to rise the income of to the university; 4) to inherit and maintain the art, the culture, the local wisdom and to preserve the environment for sustainability; 5) to support and encourage students for their full progression; 6) to develop the quality of teachers and to support employees; 7) to administer the university by integrating the concept of the good governance and the sufficiency economy philosophy which the employees were the center of management; and 8) to develop the university in preparing the coming of ASEAN Economic Community (AEC). One of the leading factors to success the strategy implementation was the internal communication and the success assurance. This could be achieved by setting the policy and the quality assurance procedure for the strategy implementation. In more details, the procedure included self assessment guideline which established by the authorized firm and the internal/external quality assurance firms. Additionally, the procedure comprised of the risk management system relating to the human resources and university budget.
