การศึกษาและพัฒนางานประกันคุณภาพของมหาวิทยาลัยราชภัฏนครศรีธรรมราช

Abstract

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาความคิดเห็นของบุคลากร ผู้ประเมินและนักศึกษาเกี่ยวกับการดำเนินงานประกันคุณภาพและศึกษาแนวโน้ม ทิศทางของงานประกันคุณภาพของมหาวิทยาลัยกลุ่มตัวอย่าง ได้แก่ นักศึกษาระดับปริญญาตรี มหาวิทยาลัยราชภัฏนครศรีธรรมราช ประจำปีการศึกษา 2555 ภาคปกติ จำนวน 357 คน ซึ่งได้มาด้วยวิธีการสุ่มตัวอย่างแบบแบ่งชั้นภูมิ(Strtified Random Sampling)ใช้คณะวิชาเป็นหน่วยในการสุ่ม และบุคลากรมหาวิทยาลัยราชภัฏนครศรีธรรมราช ได้กลุ่มตัวอย่าง จำนวน 226 คน โดยใช้วิธีการสุ่มแบบอย่างง่ายตามตารางของเครจซี่และมอร์แกน(Krejcle&Morgan) รวมกลุ่มตัวอย่างทั้งหมด 583 คน ดำเนินการวิจัยอาศัยข้อมูลเชิงคุณภาพ(Qualitative Research) ด้วยวิธีการสำรวจ (Survey Research) เริ่มต้นจากการค้นคว้าเอกสาร(Documentary Research)การทบทวนวรรณกรรม(Survey Literature)โดยมีแหล่งทีjมาของข้อมูลจากสารสนเทศต่าง ๆ ได้แก่ รายงานผลการประเมินคุณภาพย้อนหลัง 5 ปี (2550-2554) รายงานผลการประเมินคุณภาพภายนอก รอบแรก รอบสองและรอบสามพร้อมทั้งการสัมภาษณ์ความคิดเห็นจากอดีตผู้บริหารตำแหน่งอธิการบดี จำนวน 3 ท่าน คือ ผศ.ดร.เหม ทองชัย ผศ.วิเชียร แก้วบุญส่ง และผศ.ฉัตรชัย ศุกระกาญจน์

ผลการดำเนินการสังเคราะห์เอกสาร พบว่า ผลการประเมินรอบแรก รอบสองและรอบสามผลการดำเนินงานอยู่ในระดับดี ในปีการศึกษา 2553 และ2554 การดำเนินงานประกันคุณภาพภายในเฉพาะตัวบ่งชี้ สกอ. ผลการดำเนินงานอยู่ในระดับดีมาก ซึ่งผลการประเมินได้ปรับปรุงแก้ไขและพัฒนาระบบงานประกันคุณภาพภายในควบคู่กับการรองรับการประเมินคุณภาพภายนอกจากสมศ. และก.พ.ร. ทุกฝ่ายให้ความร่วมมือทำให้งานประกันคุณภาพพัฒนาขึ้นตามลำดับ

ซึ่งในปี การศึกษา2552,2553 และ2554 องค์ประกอบที่ 9 ได้คะแนน  5.00 อยู่ในระดับดีมากตลอดมา ผลการประเมินความคิดเห็นเกี่ยวกับการดำเนินงานประกันคุณภาพจากกลุ่มบุคลากรของมหาวิทยาลัย พบว่า โดยภาพรวมบุคลากรมีความคิดเห็นอยู่ในระดับปานกลางโดยมีความคิดเห็นว่ามหาวิทยาลัยมีการดำเนินการประกันคุณภาพการศึกษาตามองค์ประกอบคุณภาพและเกณฑ์การประเมินที่กำหนดในแผนและคู่มือการประกันคุณภาพผลการดำเนินงานอยู่ในระดับสูงสุด และมีความคิดเห็นในระดับน้อยที่สุด คือ การเสริมสร้างขวัญกำลังใจให้แก่บุคลากรในการทำงานการประกันคุณภาพการศึกษา

ในส่วนของคณะกรรมการผู้ประเมินมีความคิดเห็นว่ามหาวิทยาลัย มีการดำเนินการประกันคุณภาพ การศึกษาตามองค์ประกอบคุณภาพและเกณฑ์การประเมินที่กำหนดในแผนและคู่มือการประกันคุณภาพสูงสุด และมีความคิดเห็นในระดับน้อยที่สุด คือ ความรู้หรือทักษะเกี่ยวกับการประกันคุณภาพของบุคลากรในการนำข้อบกพร่องหรือจุดอ่อนมาวิเคราะห์และวางแผนปรับปรุงพัฒนางานประกันคุณภาพ ในส่วนของนักศึกษามีความคิดเห็นว่าตนเองได้มีส่วนร่วมในการประเมินผลการสอนของอาจารย์อยู่ในระดับสูงสุดและมีความคิดเห็นระดับน้อยที่สุด คือ นักศึกษาขาดการมีส่วนร่วมในการจัดทำฐานข้อมูลเกี่ยวกับการประกันคุณภาพการศึกษามหาวิทยาลัย/คณะ ขาดการส่งเสริมการมีส่วนร่วมของนักศึกษาในการตัดสินใจในการดำเนินงานตามแผนการประกันคุณภาพภายในและผลจากการสัมภาษณ์ พบว่า งานประกันคุณภาพเป็นเครื่องมือในการบริหาร หากผู้บริหารให้ความสนใจอย่างจริงจังและต่อเนื่อง แม้ทรัพยากรมีจำกัดก็สามารถจัดการศึกษาได้อย่างมีคุณภาพ เป็นที่ยอมรับของประชาคม พร้อมรับการแข่งขันทั้งภายในและภายนอกประเทศ โดยเฉพาะมหาวิทยาลัยราชภัฏนครศรีธรรมราช ต้องเร่งปรับปรุงพัฒนาด้านการเผยแพร่ผลงานทางวิชาการ บทความ/งานวิจัย ในระดับชาติและนานาชาติหรือในวารสารที่อยู่ในฐานข้อมูลTCI ทั้งอาจารย์และนักศึกษาในระดับบัณฑิตศึกษา เร่งเพิ่มศักยภาพคณาจารย์ทั้งด้านคุณวุฒิปริญญาเอก และตำแหน่งทางวิชาการให้ได้มาตรฐานอุดมศึกษาและปรับปรุงระบบสารสนเทศเพื่อการบริหารและตัดสินใจให้สามารถใช้งานได้ครอบคลุมและเชื่อมโยงทุกหน่วยงานและให้ข้อมูลสนับสนุนการประกันคุณภาพการศึกษาภายในครบทั้ง 9 องค์ประกอบ

Development and Education Quality Assurance of Nakhon Si Thammarat Rajabhat University

This research aims to study the opinions of staffs,assessors and students about the Quality assurance. Study on the direction trends of the University's quality assurance.The samples consisted of 357 undergraduate students of Nakhon Si Thammarat Rajabhat University academic year 2012. The samples are derived by Strtified Random Sampling method and 226 sampling number of Nakhon Si Thammarat Rajabhat University’s staffs which is derived by using a simple method of sampling (simple random sampling) on the basis table of Krejcie and Morgan based on the qualitative research with the survey research. Start from documentary research and literature survey by obtaining the source of information from various information technology such as the results of quality assessment in the past five years (2006-2011). External quality assessment report from the first, the second and the third. Also the opinion of 3 former executives of the President; Assistant professor Dr. Hmam Thongchai, Assistant professor Wichean Khaewboonsong and Assistant professor Chadchai Sukarakhan from the interviewing.

The evaluation results showed that the synthesis level of the first round, second round and the third round are good. The quality assurance result of specific indicator of the higher education commission is very good in 2010 and 2011.

Assessment has improved and developed internal quality assurance systems along with support for external quality assessment from the office of national education standards and quality assessment and OPDC.

All parties cooperate in order to develop quality assurance which is the academic year in 2009, 2010 and 2011 have been very good (scored 5.00).

Evaluation results on the quality assurance of all university staffs found that the overall opinion is moderate most comments about the University has implemented an education quality assurance base on component of quality and assessment criteria according to the plan and the highest quality assurance manual. There is less comment on strengthening the morale of the staffs to work for quality assurance.

The overall of student’s opinion is very high, which is student participation in the evaluation of teaching. The most minimal level is students have participated in the preparation of the database for quality assurance of University / Faculty and to promote the involvement of students in decision-making in the implementation of quality assurance plans

The results of the interviews showed that quality assurance is a management tool. If the administration is serious and ongoing attention. Although resources are limited, it still can have a quality education. Be recognized by the international community. And competition, both within and outside the country.

Especially Nakhon Si Thammarat Rajabhat University, especially has to accelerate improvements in the dissemination of scholarly works, articles / researches. Both national and international journals in the TCI database. Both teachers and students in the graduate level have to accelerated increase professor ability in Ph.D. faculty and academic positions.To improve the information technology system for management information and decision to be covered and linked all departments and provide information support for quality assurance within the whole nine elements.
