การปรับตัวของชุมชนทำนาอันเนื่องมาจากโครงการพัฒนาลุ่มน้ำปากพนัง : ศึกษากรณี ชุมชนทำนาตำบลทรายขาว อำเภอหัวไทร จังหวัดนครศรีธรรมราช

Abstract

โครงการวิจัยเรื่องการปรับตัวของชุมชนทำนาอันเนื่องมาจากโครงการพัฒนาลุ่มน้ำปากพนัง : ศึกษากรณี ชุมชนทำนาตำบลทรายขาว อำเภอหัวไทร จังหวัดนครศรีธรรมราช มีวัตถุประสงค์เพื่อศึกษาพัฒนาการของชุมชนตำบลทรายขาว การศึกษาถึงโครงการพัฒนาพื้นที่ลุ่มน้ำปากพนัง และการศึกษาถึงลักษณะการปรับตัวของชาวบ้านในทรายขาว มีวิธีการศึกษาโดยการศึกษาข้อมูลจากเอกสารที่เกี่ยวข้อง เอกสารที่เกี่ยวกับภูมิปัญญาชาวบ้าน ทั้งที่เป็นบทความทางวิชาการ รายงานการวิจัย วิทยานิพนธ์ รวมถึงเอกสารที่อยู่ในชุมชน เช่น เอกสารขององค์การบริหารส่วนตำบล เอกสารส่วนบุคคล เช่น หนังสืองานศพ ส่วนการศึกษาอีกรูปแบบหนึ่ง คือการศึกษาภาคสนามโดยการสังเกตและสัมภาษณ์

ผลการศึกษาพบว่าชุมชนทรายขาวเป็นชุมชนที่ตั้งอยู่ในพื้นที่ลุ่มน้ำปากพนัง มีภูเขาเตี้ย ๆ ตั้งอยู่ทางทิศตะวันตก ถัดออกมาทางทิศตะวันออกเป็นพื้นที่ราบลุ่มกว้างใหญ่ พัฒนาการที่สำคัญเกี่ยวกับระบบการผลิตคือ การผลิตในช่วงของการพึ่งพิงธรรมชาติก่อนทศวรรษ 2510 หลังจากนั้นชาวทรายขาวก็พัฒนาสู่ยุคการผลิตที่พึ่งพิงเทคโนโลยี ส่วนการปรับตัวของชุมชนหลังจากการเกิดขึ้นของโครงการพัฒนาพื้นที่ลุ่มน้ำปากพนังพบลักษณะที่น่าสนใจคือ การปรับตัวสู่การทำนาแบบเข้มข้น การทำสวนยางพารา การปลูกปาล์มน้ำมัน การขุดโคกยกร่องและการปรับตัวที่หลากหลาย การปรับตัวดังกล่าวนี้ส่งผลให้สภาพความเป็นอยู่ของคนในทรายขาวดีขึ้น แต่หากมีการหนุนเสริม การช่วยเหลือจากหน่วยงานภายนอกอย่างสอดคล้องและเหมาะสมกับศักยภาพก็จะส่งผลต่อคุณภาพชีวิตที่ดีขึ้น เช่น การส่งเสริมให้ชาวบ้านเข้าถึงความรู้เกี่ยวกับการประกอบอาชีพ การสนับสนุนให้เกิดกลุ่มและเครือข่ายเพื่อเพิ่มอำนาจในการต่อรอง และการช่วยเหลือด้านการตลาด

Farmers’ Occupational Transitions After The Pakpanang Development Plan project : A Case Study of The Farmers’ Community in Tumbon Saikaow Amper Huasi Changwat Nakhorn Si Thammarat

The objective of this research is to study the development of community Saikaow and study of the Pakphanang Development Plan Project, and study the adaptation of people in Saikaow. The research is carried out by studying the related documents of the people’s local wisdom in the form of academic paper, research, and thesis, including the documents found in the area such as the ones from the local administration offices, and individual data such as printed obituaries or funeral books. The data are also collected through field surveys, observation, and interviews.

The result of the study shows that Saikaow community is located in the Pak Panang Basin. A low mountains situated west next to the east is the vast wetlands. A significant development on the production system is production during of reliance on natural the decades before since 1967. After that people to develop the manufacturing dependent on technology. The adaptation of the community after the launch of the Pak Panang River Basin Development Project found an interesting adaptation to intensive farming, the rubber plantation, the planting of oil palm, the digged the furrows and mounds and adapting the variety. Adaptation of such a result, the living conditions of the people in Saikaow better, however if it is to encourage and help from outside agencies, and consistent with the potential to affect the quality of life better, such as to encourage people to access knowledge about the occupation, to encourage groups and networks to increase their bargaining power and marketing assistance.
