A variety of New Public Management concepts and the Future of Public Management

Abstract

The new public management concepts have been developed since 1980 and in active until the present time. Throughout all these years and from the views of many scholars, the concepts have evolved in a variety of aspects including definition, scope, and content. The wide variety of new public management concepts also provide government sector and scholars with wider views as well as raising their awareness of the changes arising at the moment. Therefore, the paradigm shift for new management appropriate to 21st century could be initiated and implemented to achieve optimum efficiency. The new public management also results in reformation in many countries. It can be observed that new public management concepts are widely devised to mobilize the administration of their government toward the better efficiency. Within a wide variety of concepts related to new public management, both positive and negative feedbacks and criticisms can also be found; such as the concept of regarding people as customer or clients which leads to a controversial debate. Public management is yet different from business administration, regarding citizenship of the people. Therefore, the shift of governing and administrating to providing service for the citizen should be initiated following the new public management concepts. Furthermore, the concept of good governance is considered an option to bridge the gap relating to new public management implementation difficulty. Combination and implementation of these aforementioned new public management concepts to maintain better balance can increase public benefits. In addition, this better service should be made accessible for all with fairness and equity. Learning about new public management concepts with critical thinking can lead to larger integration of new concepts that help fulfill government organizations with more alternatives and solutions for making the future of public management a success.
