Abstract

This research article aims to study the factors of empowering supervision by school administrators in primary schools under Inspection Office 5. The research employed a qualitative approach, beginning with a review and synthesis of documents and related studies on empowering supervision to identify its factors. This was followed by a focus group discussion with 18 experts to validate and refine the factors derived from the document synthesis. The research instruments consisted of a document synthesis form and a theoretical suitability assessment form. The data were analyzed using content analysis.

The research findings revealed that the components of empowering supervision by school administrators in primary schools under Inspection Office 5 consist of 8 factors: 1) Empowerment through building understanding, 2) Empowerment through delegation of authority, 3) Empowerment through networking, 4) Empowerment through teamwork, 5) Empowerment through collaborative development, 6) Empowerment through support, 7) Empowerment through morale building, and 8) Empowerment through supervision and evaluation. The findings of this study can be used as guidelines for school administrators and supervising authorities to promote and develop effective educational supervision processes in order to achieve the goals of educational management.
