The Role of Ban Kum Subdistrict Administrative Organization as a Policy Network Manager in Driving Participatory Circular Economy–Based Waste Management

This research article aims to: 1) examine the role of Ban Kum Subdistrict Administrative Organization (SAO) as a policy network manager in facilitating participatory circular economy-based waste management; and (2) analyze the driving mechanisms and success conditions of participatory circular economy-based waste management in Ban Kum Subdistrict, Phetchaburi Province. This study employed a qualitative research design with purposive sampling. The data collection includes in-depth interviews with 10 informants and a focus group with 15 participants, supplemented by documentary research and field observation. Content analysis was used for data analysis, and the validity was verified through triangulation.
The findings reveal that Ban Kum SAO has shifted its role from a service-oriented waste management provider (collection, transportation, and disposal) to a “policy network manager.” Five major roles were identified: 1) framing problems and setting a shared community agenda; 2) designing policy instruments; 3) coordinating stakeholders and mobilizing local resources; 4) stimulating public participation and building social reinforcement; and 5) monitoring to ensure network continuity. The success is driven by key mechanisms, including household-level source reduction, positive reinforcement and social support, network expansion, flexible management tailored to local contexts. Key success conditions include leadership and policy continuity, strong local networks and social capital, suitable policy tools for community lifestyles, and monitoring systems that deliver clear results Overall, sustainable local circular economy-based waste management is achieved when local governments play a strategic role in managing policy networks and fostering a sense of co-ownership among households and communities.
