แนวทางการสื่อสารเพื่อการเปลี่ยนแปลงพฤติกรรมเกษตรกรบนพื้นที่สูงเพื่อแก้ไขปัญหาฝุ่น PM 2.5 ในพื้นที่จังหวัดเชียงราย

บทคัดย่อ

       งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัญหาและพฤติกรรมการเผาเศษวัสดุทางการเกษตรของเกษตรกรบนพื้นที่สูงในจังหวัดเชียงราย และออกแบบแนวทางการสื่อสารเพื่อปรับเปลี่ยนพฤติกรรมดังกล่าว โดยใช้ระเบียบวิธีวิจัยและพัฒนา (R&D) ภายใต้แนวทางเชิงคุณภาพเป็นหลัก ดำเนินการในพื้นที่จังหวัดเชียงราย มีผู้ให้ข้อมูลหลักคัดเลือกแบบเจาะจง จำนวน 25 คน ประกอบด้วยเกษตรกร ผู้นำชุมชน เจ้าหน้าที่ภาครัฐ และเกษตรกรต้นแบบ รวมทั้งการสนทนากลุ่มย่อยจำนวน 30 คน โดยใช้เครื่องมือในการเก็บข้อมูล ได้แก่ การสัมภาษณ์เชิงลึก การสนทนากลุ่มย่อย และการสังเกตการณ์แบบมีส่วนร่วม วิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหาเชิงหัวข้อ และตรวจสอบความน่าเชื่อถือด้วยวิธีสามเส้า ผลการวิจัยแบ่งออกเป็น 2 ระยะ ได้แก่ ระยะการวิจัย (Research)  พบว่า พฤติกรรมการเผาเศษวัสดุทางการเกษตรของเกษตรกรบนพื้นที่สูงมิได้เกิดจากการขาดความรู้หรือความตระหนัก หากแต่เป็นผลมาจากข้อจำกัดเชิงโครงสร้างที่ซับซ้อน ทั้งลักษณะภูมิประเทศที่มีความลาดชันสูง ราคารับซื้อเศษวัสดุที่ต่ำไม่คุ้มค่า ตลอดจนวิถีไร่หมุนเวียนที่ฝังรากลึกในอัตลักษณ์ทางวัฒนธรรม จากข้อค้นพบดังกล่าวจึงได้พัฒนาใน ระยะการพัฒนา (Development) ภายใต้กรอบการสื่อสารเชิงบูรณาการ "ปลูก เปลี่ยน ปรับ" ประกอบด้วยแนวทาง 4 ระดับ ได้แก่ การสื่อสารแรงจูงใจทางเศรษฐกิจด้วยข้อมูลต้นทุน-กำไรที่เปรียบเทียบได้จริง การพัฒนาพื้นที่ต้นแบบ การใช้ผู้นำชุมชนและเครือข่ายท้องถิ่นเป็นตัวกลางการสื่อสาร และการจัดกิจกรรมสร้างแรงจูงใจแบบมีส่วนร่วม โมเดลนี้มุ่งแก้ปัญหาที่รากเหง้าเชิงโครงสร้าง สร้างแรงจูงใจเชิงบวก และส่งเสริมฉันทามติภายในชุมชน แทนการบังคับหรือรณรงค์เชิงลบ เพื่อนำไปสู่การลดปัญหามลพิษ PM 2.5 บนพื้นที่สูงของภาคเหนืออย่างยั่งยืน
